When i open a new project it gives me this error:
Out of video memory trying to allocate a rendering resource. Make sure your video card has the minimum required memory, try lowering the resolution and/or closing other applications that are running. Exiting…

i tried opening the same project again but it still didnt work and came up with the same error.

My computer has:
8:00 GB (7.85 GB usable) RAM
its 64-bit
it uses: Intel(R) Core™ i3-2330m CPU @ 2.20GHz 2.20GHz
any help please

It seems that you can’t run UE4 due to not having the minimum specifications.

Desktop PC or Mac

Windows 7 64-bit or Mac OS X 10.9.2 or later

Quad-core Intel or AMD processor, 2.5 GHz or faster

NVIDIA GeForce 470 GTX or AMD Radeon 6870 HD series card or higher

8 GB RAM

Your problem is exactly what it says - your graphics card doesn’t have enough memory. Since you’re using a laptop, you’re basically screwed.

If you still want to make games, you could try some engines that have lower requirements, like LOVE.
