Are they using masked, fake IP’s?

They are real people not spam-bots, therefore it can be difficult to prevent all of their messages from getting through the automated filtering system, and as you mentioned mask their IP’s.
However Epic is aware of this and is currently working on a solution, for now us moderators will delete any messages that get through. Please do not add a comment or an answer to these posts, they will be taken care by us as quickly as possible.
