What marketplace toolkit would you recommend for a Top Down action game, with an emphasis on melee?

I’ve looked at the Top Down Stealth kit and the TopDown Toolkit, but they don’t seem to have what I was hoping for. I’m not looking for the ARPG point and click style, I want a more twin stick feeling game but with an emphasis on melee action over shooting. An example would be something like Mr. Shifty, Top Down 3D melee action.

I would like to have the basic controls, melee combat, AI and camera setup to work from. Any suggestions?
