What is the point of the Build inside the Staging Directory

When packaging UE creates a build inside the staging directory, as part of the save folder, inside the project. And after this is done, the one you have to assign in the package settings, or when starting.

Because the stage build already appears to be the same build as the one created additionally, I wonder if one of these builds can be disabled. Is this a bug or a feature?
