What is the difference between AddActorLocalOffset" and "AddLocalOffset?

I believe the only stipulation is that AddActorLocalOffset is used for an entire actor, whereas AddLocalOffset is typically used for things attached TO actors, such as actor components. However, that is just an educated guess, that’s the way I tend to use them.
