What is the best or easiest way to create a circular wall for a large medieval city?

I am looking to create a large concentric circular town with a large wall around it. I would like the wall materials to appear smooth and seamless, not tiled.

Is the spline tool better for this or should I just try to make a super large hollow cylinder?

“Better” in terms of how it looks and engine performance because I will have to add in a ton of buildings and such. This is for an animated film.

If it’s actually circular, then you can just use a blueprint

But if it needs to hug a wobbly terrain etc, then use PCG
