What games can and can't be made?

Hello.
Nowhere could I find information about which games can be made and which cannot.
Can Epic Games discourage or ban the use of an UE for an indie project that contains scenes of violence and satire that some might find offensive?

“Unreal Engine is available to the general public for use ‘for any lawful purpose,’ and we explicitly don’t exert any sort of creative control or censorship over projects.”

There was once an “extremely extreme” game. Epic asked that UE logos were not shown.
