What does "Add controller pitch input" do?

Hi
Please what exactly does “Add controller pitch input” do ? I thought that if “Use Controller View Rotation” is checked in SpringArm options and I use “Add controller pitch input” with value 0.1 for example, the rotation pitch of the SpringArm is increased by 0.1 but it is not.
