Depending on what you plan to be doing, you can get away with 24 or even 16 GB RAM. Maybe go for 2x8 GB sticks for now, and add two more later when your wallet allows it.
A 1 TB SSD is overkill if you’re on a budget. A smaller one plus a standard mechanical HD for storage should be way cheaper.
I am currently using an I5-3550 with 16GB 1600 memory and a Radeon HD 7950 graphics card. Overall price of the system 30 month ago: 600 Euro.
Compared to modern system this is mediocre at best but so far everything runs smoothly. In my experience UE4 is not as hardware hungry as you might think and a slow system has its perks too if you keep in mind that your customers need to run the game as well. Not everyone has a high-end machine.

I also should mention that I never ran into some sort of memory problems. The Kite demo might require more but I think we are a few years away from using that kind of quality for an actual game. For the things I did so far UE4 never took more than 10GB of memory.
Firstly, I will say that I want at least 24GB RAM since I am developing an open-world game. I will also say that I want a 4GB Graphics card, so that I can have specs that the end user will likely have. I also may need a slightly faster processor to do some heavy lifting.
I think that that processor that you listed is perfect, the GPU is too much, a simple $350 GPU should do, and 24GB is really all you should need unless you are developing GTA V, which in that case you’ll need 64GB. The SSD is simply a waste for UE4 IMO, a simple $90 2TB HDD should do.
I have i7 4790k, 240gb ssd, 2 TB HDD, 16gb or ram and a gtx 980 sc. Pretty balanced imo. Don’t neglect the gpu it’s very important for UE4! I only do small architecture scenes with UE4 tho.

AMD’s R9 Fury series is out on the 24th (I think, if it’s not out then that’s when reviews benchmarks will come out).
If the benchmarks that AMD themselves released are accurate they will at the very least be worth checking out.
EDIT: R9 Fury X on the 24th and Fury mid next month, RRP on Fury X is $650 and Fury $550.
I’ve never had a problem with the AMD or Nvidia cards I’ve owned (actually I don’t think anyone I’ve ever known has ever had a problem with any video card), I feel I’m slightly biased towards Nvidia but these look like good cards.
Probably worth noting I’ve only had like 2 GPU’s in the last 10 years =p

Take nvidia shadow play into consideration if you want to easily record videos. Also gtx 9xx can run stuff like nvidia vxgi much faster than any other cards
