What are OTA downloadable content packs and and how do I use them?

Epic recently posted content talking about embedded systems and HMI systems. On this page USA’s largest car maker builds HMI systems in Unreal Engine - Unreal Engine it talks about downloadable content packs that can be loaded OTA (over the air).

I’ve yet to see any examples of this or even how this works. Is there a resource that I’m missing that talks about this?

I’ve also heard a few times about “dynamically loaded” content. I’m wondering if this means we will have the ability to load 3D assets dynamically via these content packs?
