Can i get UE3 as same UE4 engine rate ?

This option is not available. Anything regarding UDKs licensing can be found in the Unreal Engine ‘UDK Commerical Licensing Terms’.
With regards to why this is is due to third party middleware that is included with the UDK vs UE4 having no middleware and including access to the full source code.

Nope. You have to use the existing UDK license.
