Weird smear/blur artifacts on my render?

Hi, I’m rendering a CG object in Unreal, but there is this weird artifacts/glitch, almost like blur on my render? it looks very different from what is displayed on the viewport and Composure preview.

I have zeroed out the motion blur on my post process and camera but it is still there, so it must be something else? I also have tried rendering on different format (AVI, MOV, PNGs) and still doesn’t work. I render through sequencer.
Any help would be appreciated. Thank you!

Could this be because of Temporal AA?
