Voice Steal Release Time in SoundCue Concurreny not working as expected in 4.25

I have a looping sfx that I’d like only one voice to play a time globally, but if a new one does start, gently fade out of the furthest/oldest sound by one second using the Voice Steal Release Time. The tooltip for that parameter states: “Time taken to fade out if voice is evicted or culled due to another voice in the group starting.”

When I test the audio in-game however, I am getting an instant cull with no fade out of the previous sound. Do I have something setup incorrectly?
