Video Memory exhausted on empty level

Hi everyone.
i’m facing a problem when switching levels using UE 5.5.4
i open a heavy Level first, naturally it fills all of my GPU memory (getting red print screen video memory exhausted around 4000MB over budget). then i open another level which is completely empty (literally zero actors of any kind in the level) now the problem is that my video memory is still full and 200 MB over budget.

if i restart my unreal and this time open the empty map first, GPU memory only gets filled to around 1/3 of the total available VRAM (3GB out of 8 GB total)

i have confirmed no other application is using my GPU and no assets are open in separate windows.

is this normal? any way to fix it other than restarting the engine every time i want to switch levels? even if there is a manual way like a console command to flush the unused content in VRAM it would be better than restarting.

PC specs:
CPU :i7 13700
RAM :64GB D5
GPU :RTX 4060

There’s a .ini file in the engine files you can adjust allocated vram. I can’t remember it exactly but just google “increase allocated vram unreal engine 5” and it should come up
