Very low FPS after the window is moved in the editor.
See pictures in attache. How to avoid it?
For example, if I want to host some Windows for output on the second monitor.

I have not been able to reproduce this. Can you provide more detailed repro steps?
Are you able to reproduce this in a Blank Template that we can simulate here?
Did you ever use a previous version of UE4 and, if so, did the issue occur in that version (ie. is this a regression?)

Strange problem. A strong drop in FPS and the speed of the editor, observed if you move the cursor anywhere in the interface where there is a hint.!

The way around the fps drop is to dock the window in the very top of the screen. Like when you have tabs open in a web browser. You can also go into the editor preferences>general>misc>performance and turn off the “use less cpu when in background” option.
