If I use UE4 to make a game or videos for my church completely free do I have to pay the royalty fee? What if I give them the product the. They sell it? Do I still have to pay the royalty fee even tho I have it for free?
You only owe royalties on revenue generated by the product, so to the extent it’s completely free, you will owe nothing. In order for your church to sell it, they will need their own UE4 license, and they would owe royalty on those sales.

Your looking for a Publishing License. 5% royalty on any profits > $3K in any given quarter.
But i thought anything video related didn’t require royalty? Also I have that one for game but mostly imma practice with animation for a bit
You do not. Revenue generated by video/animation is excepted from royalty obligations under the following:
However, no royalty is owed on the
following forms of revenue:
- Revenue from an Unrestricted Product, including for clarity,
revenue from a Product which solely
relies on the Licensed Technology for
production of non-interactive linear
media (e.g., broadcast or streamed
video files, cartoons, or movies) and
which is Distributed in a form that
does not contain the Licensed
Technology or, in order to deliver,
rely on servers running the Licensed
Technology;
