Use BaseDeviceProfiles.ini or Device Profiles window in editor?

When I first read about device profiles the tutorials/documentation points to BaseDeviceProfiles.ini. Which you apparently can copy to your own projects config folder to overrule the BaseDeviceProfiles.ini from the Engine/Config in the unreal engine folder. Later I learned that there is window in the editor for managing device profiles (under developer tools). The lines I edited in the .ini file did not show up there.

So what is currently the correct way to set up device profiles?

Can somebody please answer this? Maybe someone from Unreal? This seems like a very simple question to me! thanks!
