URC - Exclude folders

Some source files, such as video for Metahuman Performance captures can get very large. We need a way to exclude folders from URC to reduce upload time, and projects size bloat.

Currently my URC check-ins fail due to time out unless I delete or move Metahuman Performances (and referenced files) to another project.
