Upload From File in-game option

I apologize if I posted this in the wrong section, but I’m trying to figure out how to have an Upload From File option in a game made for PC.

For example:
If a player walks up to a poster that’s on a wall, there will be an option to change the picture to one that’s already loaded into the game, or a picture from their computer. Any assistance would be greatly appreciated.
