Long time ago many Epic programs like Launcher and Fortnite and UEFN were blocked from updates see link

The other problem is you have Windows Enterprise or a Domain Managed Windows 11
which is restore back the files. This is controlled by Domain Administrator.
The only way round this is to uninstall Epic Launcher and download a new version Running as Administrator
