Update Instance Transform issue

So I migrated from 5.4 to 5.6, and an issue I noticed is that Update Instance Transform (on HISM), and setting the new scale to 0,0,0 no longer works. It just stays at 1,1,1 scale.
In previous versions was using this to create a pooling system for foliage from PCG, but now no matter what the scale is set to it wont update.

The transform and rotation stills works, is this a engine bug?
