I made a motion is fbx file , after importing it to unreal, the feet will shake.
I checked the fbx file in MAX MAYA MotionBuilder is correct, there is no shaking.
I can’t find the reason.

I can see that your feet has small rotation keyframes. This is not an engine fault or something like that, it is the animation itself. You need to go back to your animation and fix it. To see it, you can select the left foot skeleton and observe the local rotation transform on the right side tab.
One solution for me is to delete all the feet keyframes and set one key frame at the start or you can change the keyframe into constant instead of auto.
