Unreal will not Launch or connect to the internet

I am trying to launch Unreal and it will not connect to the internet nor launch offline. I tried uninstalling it and reinstalling, still no fix. Here are some the issues I am have first with connecting to the internet and second with connecting offline. I do have internet and I have tested it.

I this question asked before but it it was unanswered. The fix what the other person used is not possible for me, for I can not tether internet. There are listed from 1-3 in the order I came across.

C:\Users\USER.NAME\AppData\Local\UnrealEngineLauncher\Saved\Logs

This may help us to identify where it is failing. Do you have a firewall or are you behind a proxy? If so, you may wish to consider disabling it.
