Unreal Packaging and Testing

Does Unreal create an installation file after packaging for testing on PC’s without Unreal Engine, or would an installer need to be created using the generated files and include specific files in order to test the game? I remember that UDK would create an installer that would install Unreal and the distributables necessary to run the game, but I don’t see how to do this on Unreal Engine 4.
