Welcome back to the Unreal Engine Community Forum! I’ve had that issue happen to me when I used my old VPN. When I was on the VPN it would refresh constantly about every 30-45 seconds. Off of the VPN it never refreshed. I pulled an older post where many users went through a ton of information on the specifics of this. There was a staff member assisting as well. Take a look here Epic Launcher Needs Serious Attention!. Hopefully that can help alleviate the problem.
