Unreal Launcher doesn't load

I can’t login to Unreal anymore, the Launcher seems to be completely broken.
Since a few days, when I try to open the launcher, it is stuck in the “please wait” screen.

I already disabled all firewalls and started the launcher as an administrator (Windows 10).
Sometimes, after a few tries, I get the message “we are restricting the number of logins on our servers”. This messages stays for a few minutes before it chanes to the “please wait” dialog again.

And sometimes (which is very rare), after about 15 minutes of staying in the “please wait” dialog, it acutally manages to open the launcher.

I use an Intel i7-6700k CPU and unreal is completely installed on an SSD, so the hardware is not the issue. Maybe Unreal can’t deal with internet connections of 5Mbps? Waiting 10-45 minutes before I can start working is not acceptable.
