Unreal engine Live motion capture lip sync

Hi I’ve a question about motion capture.
I want to make a live video generator sevice. User will send “name”, “gender”, “model” to the API then I will create a video man or woman say user’s name. I need to make live motion capture and lip sync. Can I do this with UE4 and How can I make this

I want to know:
Can I make live motion capture with UE
Can I make lip sync with user’s name
Video creation time
How can I do this

UE4 doesn’t contain anything to do that, you would need to integrate something like OpenCV to analyze the video
