Unreal Engine is in a weird state where it won't install/uninstall...

So yesterday I tried to install Unreal Engine but it was taking so long, so I left my computer on to install it overnight. I checked again today and it said it needed to resume install. It just sits on this screen with no progress and does absolutely nothing. I can click pause, but everything else has no effect. I uninstalled and reinstalled Epic Games Launcher, restarted my computer, opened Task Manager then ended all related tasks, opened file locations and the uninstall menu and made sure everything related was uninstalled, restarted my computer, then reinstalled Epic Games Launcher and here we are again… So what now?

Okay, so I actually managed to get past this… I should probably create another post, but maybe someone will be able to answer in the comments here. I got the install to go all the way to 82%, but now it gave me this error: IS-IN-MF01-3-3
I can’t find what this means anywhere.

In 4.2 i had similar problem, it turned out that one of dependencies did not install (some direct x dll). And microsoft installer did not properly show error about installation, while unreal assumed it is part of job that ms software should alert about. So everything silently failed at that.

You need to search for log files. However with current installer i am unsure where they are.

Here is some result uncle Google gives (did not check if this is actual info):
