Unreal engine android packaging for shipping

Dear all please help me have error in packaging when I select in project for distribution the android apk must be signed it failed to create the apk if it wasn’t for distribution it package it correctly

MainFrameActions: Packaging (Android (All)): RunUAT.bat ERROR: AutomationTool was unable to run successfully.
MainFrameActions: Packaging (Android (All)): BUILD FAILED

also for a new brand project it do that
I have UE4 4.7.6 and windows 8.1 x64 bit android sdk is up to date please help me wanna build my project

If so, would you mind providing some simple steps, screenshots, or any other relevant pieces of information to help us reproduce the issue on our end?
