How was this generated? Is there a way to get it updated “easily” for every engine version?

@Gil just type ‘help’ in the console, it should generate: “YOUR PROJECT NAME”/Saved/ConsoleHelp.html file.

by typing “help” in UE editor Cmd input box, and press Enter, a local web page will be open with all console variables and commands.
