That’s a very specific crash type and circunstance, only with empty levels. Checking around the community, this is coming either from a graphic driver conflict, or an engine issue.
So, the first step would be a GPU driver cleanup, download the latest, stable update from AMD. You can overwrite the installation, or use a uninstaller tool, and the install the new drivers.
If the issue persists, switch from DX12 to DX11 (launch it with UnrealEditor.exe -dx11). Additionally, please check for any pending Windows updates in your system.
In case the issue remains, the last step would be a full uninstall/reinstall of all Epic software:
- First, uninstall the engine, launcher, asset packs, etc
- Next, open the registry directory HKEY_CURRENT_USER\Software\Epic Games\Unreal Engine\Builds, and delete any build entries
- Finally, delete the folders %userprofile%\AppData\Local\UnrealEngine and %userprofile%\AppData\Local\UnrealHeaderTool
- After that, no elements related to UE should be left in your system
- Now, reinstall UE launcher from scratch, and only add the latest version of the engine
- After the process is complete, test opening an empty level again
