I’m evaluating the use of Unreal Engine 5.4 for VR simulations inside a government agency. These simulations won’t be sold to external customers and will only be used for internal personnel training.
I’ve read that the Unreal Engine version 5.4 introduces a new license model that requires you to pay for seats if you meet all of the following criteria:
- You are a company that generates over $1 million in annual gross revenue
- You do not create games
- And you do not create applications that are licensed to third-party end users and rely on Unreal Engine code at runtime
Thus, I would like to know if, in the new license model, a government agency is also considered a company with gross revenue. I need to know this in order to determine if it’s mandatory for the agency to have a seat-based Unreal Subscription.
