I’m not entirely following what you mean. Are you asking if it can run on a 6950 or are you having trouble with the engine on a 6950?
I´m asking if it can run on a Radeon 6950. This VGA is compatible with requeriments in UE4 ?

It is in the range of our supported cards so it should be able to run the editor.
If, however, you do experience problems, please let us know here so we can try to assess the bug and find a fix!
It works fine on my Gigabyte ATI HD 5770 DDR5 1GB so it should work fine on that as long as you have proper power supply to power the card to keep the processing speed up on it, also I recommend setting up individual graphics settings for each graphics programs you use like the Unreal Editor and photo editors etc… You can probably gain some performance from that where the editor seems to load and work a bit faster.
Oh, if you use a modeler like Blender with Unreal Engine, make sure to go into the ATI Profile for Blender and change Super Sampling to Multisampling to remove any random screen blur, it’s a bug in current version of Blender with the anti-aliasing feature, but it may also effect other programs, if you notice the blur in other graphics programs or games change that setting and see if it helps.
For reference, here’s the results I get with the video card I’m using, so yours should be about the same or higher.

My own opinion, I recommend not getting a video card that’s too expensive unless you’re going to use your system for a main server for the game and want to use it locally with real-time monitoring and gameplay participation in a multi-player game.
If that’s the one listed as price tag of $582.12 to $831.60 you do not need that expensive of a video card, I wouldn’t pay anything over $290 on that one max, technology constantly changes especially video cards, $20 to $79 range on a card should be fine, and you’d save money not going the expensive route and could afford other components and upgrades for same to less of a price. An NVIDIA Galaxy GT220 DDR3 1GB on up would also work. If your computer case can handle it and has enough airflow/cooling, I recommend a number with a 70 on it and a Full Profile card that’s full size and not Low Profile card or one ending with a 50.
It would be better to upgrade OS to Windows 8 PRO OEM then boost to the free Windows 8.1 PRO to save some more money and then have a cheaper card. Power supply should probably be a 630 Watt to 700 Watt with Plus 80 Bronze, check AMP requirement on video card and match power supply to that if possible, if you notice high frame drop not enough power to the card and other components that could be the problem.
If you upgrade OS and with that type of processor you might want to upgrade memory to 8GB atleast, general rule is 2 GB per core for memory.
And optionally, SSD Drive for OS and Hard Drive for Storage.
