Unreal Engine 4 not installing?

I have Windows 7 Home Premium, with Service Pack 1, trying to install unreal engine 4 and it is not installing?

What exactly is the Launcher doing when you try to install?

Does the install button just set on Syncing or is the Launcher crashing? Or something else?

This ‘Launcher is unable to download content’ section of this guide maybe of some help.

It begins the installation launcher
Gets close to the end and then an error pops up saying some content cannot be installed

Could you follow the steps in this section of that guide to generate your Debugging logs and then post them here?
