Installed Unreal Engine 4.10.4 on a Windows 8.1 machine. Tried to disable static lighting for a project (Project settings → rendering → allow static lighting). The editor prompts for a restart, but after restarting, the editor will get stuck on load at 45% everytime. What might be the problem here?

I followed your directions, and could see why you think the editor freezes or gets stuck, but in actuality it is working as intended. It did take a second for the project to re-open and it did stop at 45%, but I just let it sit for a minute and the project loaded fine.
Just to make sure your project is working in the background during the loading process, just press Ctrl+Shift+Esc to see the processes running.
