Since you asked, ima gonna tell what I went through, just, perhaps it will give the ideas of solutions to others.

  1. My project was migrated from 4.14 to 4.15 to 4.16, never installed UMA
  2. On 4.16, after experiencing the 11.0.1 error (only experienced it after installing UMA 2.3.0 using DNAinstaller, updated the required components via SDK manager), I reinstalled the android works - even deleted the whole content of my NVPACK, while deleting my inter/saved/binaries/build/plugins on my original project folder.
  3. My original project still didn’t work, so I created a new blank project, and migrated everything onto it.
  4. Pacakged both in shipping with/w/o for distribution ticked
  5. Successfully uploaded to console.

Just a side note, I was able to package the upload the previous build - w/o installing UMA using DNAinstaller - means, I was using UMA 2.2.0

Perhaps its just my project env, but shall someone encountered the same problem, hopefully this will help.
