Unhandled Exception: EXCEPTION_ACCESS_VIOLATION reading address 0x0000000000000020

I encountered an error running the packaged dedicated server in “Shipping” mode for distribution. I’ve looked all over the internet, looks like I’m the first one with this error, any ideas on how to fix this? The error happens long before the game starts.
