Unable to load plugin 'OnlineSubsystemSteam'

I have often tested my project with “Launch”.
I had added a Steam Controller plugin and this error occurs after every “launch”.
I deleted all folders in the project except for content and config. I added SteamAdvancedSession. The bug still lingers. Other projects work. Only this does not work anymore. All projects have version 4.25. What can that be?

EDIT: If I remove SteamAdvanceSession Plugin, the “Launch” works.
When I add SteamAdvanceSession it stops working. All other projects work with SteamAdvanceSession.

I found the problem, but why is that?
I had deactivated the RawInput plugin and therefore it no longer worked. Now I have activated it and I can do “Launch” again. Now everything is working again. But what does this plugin have to do with SteamAdvancedSession? I have only set true to false and i get this Error.

May it be that one plugin depends on another?
