UMG Background Blur / Shear & Roate

It seems like you can’t shear or rotate the background blur. It remains as a square and just scales different when you rotate or shear it.

Steps to repoduce:

Drag an Background Blur inside the widget. Increase the amount of blur. Shear or rotate it.

We’re porting a game from 4.18 to 4.20 and we noticed that backbround blur shearing worked correctly in 4.18, but was broken again in 4.20. Perhaps a fix lies somewhere hidden in existing code, but we’ve been unable to find the problem so far. Perhaps there could already be a quick fix available by someone of the engine team?

This commit fixes the problem in 4.20:
