Got the problem with news page today.
On the bottom Click left of "only Show news when new update . Click done.
Bizare but you must now shutdown and restart PC.
Then UEFN opens. Had this ticked but got cancelled this morning.

Try using DirectX11 as this is quicker than DX12 in Project Setting
