UE5 primary assets set for separate pak files do not get made

UE5-0 In 4.27 I had some special data assets bundled into primary asset labels . these were listed in the Project Settings to be made into separate pak files with numbers other than pak 0. What worked in 4.27 does not seem to work in 5.0; the paks do not get compiled and everything ends up in a single pak along with the entire level.
Anybody else have this issue or am I missing some configuration setting?

Solution Found after 2 aggravating days. If I load the primary assets files in the audit Asset Manager. All the chunks were set to blank. Opening each primary asset label (no actual changes) and resaving it and then the chunk ID showed up in the audit asset. Was able to add chunks… then without closing the audit asset window I did a package and magically all the pak chunks were made. However if I had simply closed that window without packaging a build then it does not create the paks and everything drops back into pak 0 the next time it is opened.
