I’m sorry to say this is a problem that you’ll have to contact Intel for.
The log itself says that there is a driver for your graphics chipset that is 31.xxx.xxx, which is higher than you have. I would suggest trying out their customer service line as they are better equipped to deal with your specific problem, now that we know it’s not an Unreal Engine problem.
