Everything points you towards Maya, 3ds max or Blender.

As for Hair Modeling Toolset, there’s indeed a lack of data, only a mention on the plugins list
It might be too new of a feature, as it remains experimental. Keep an eye on the community guides, there’s always new documentation being created, it should be covered soon.
The Hair Modeling tools show up in the Modeling tool tab (You need to turn on modeling tools editor mode plugin too), but sadly this only allows you to create a helmet mesh and cards for grooms as of 5.6. There’s not yet an option to edit the strands, but my guess is that’s coming in the future.
For now, the best way to get a groom out of the editor is to use the awesome Exporter plugin on Github: GitHub - kostenickj/UE5_SimpleGroomExporter: Unreal Engine 5 groom exporter to alembic

Just unzip the file and then put it in a Plugins folder inside your project directory.
