UE5.4 packaging issue for windows 11

okay, so i was having an SKD error for awhile when trying to package my game, i then was able to fix it using this link here:

After fixing it, and the error no longer pops up, i try to package it again and it says unknown error, this is the whole log output. if anyone has any advice or ideas as to how to fix?? im on windows 11, im using UE5.4, i am up to date on pretty much all my drivers and software update, please advice
