UE5.2.1 Package project + Project Launcher not working

Hi, i am having troubles packaging the game for Android. We all know that “ package project “ always packages a dev build even if all the settings are made for shipping so we were told to use the project launcher. So i made all the correct settings for the project launcher and i have the “ package inside APK “ enabled and it gives me my 200MB APK once every 30 packages i make. Other 29 tried it just gives me the .obb file and some ini files and a .pak file + a 40MB APK file that installs on my phone but returns an error “ failed to open descriptor file “. I do not understand what is happening here, i will legit use the project launcher with the exact same settings two times in a row and get a different output. How is that even possible? I also tried deleting the build, saved, intermediate and the binaries map before packaging again and it wont help. I also tried making numerous launch profiles, changing package output directory, archiving, changing all kinds of settings in the defaultengine.ini file, in the project settings, in the project launcher settings.. i tried all the combinations possible and i keep on getting a 40MB apk file that wont work + an obb and a pak file alongside some ini files. All i want is that it gives me a full game in one single APK, thats it. Clicking on just that bugged “ package project “ gives me the 200MB APK everytime but its always in DEV mode because of the 5.2.1 BUG that was never fixed. And i cant use that, but i also cant get it to spit out the 200MB APK with the project launcher. Please help me if you know whats going on, ive spent 6 years making a game and now i cannot package it normally to test. PLEASE!
