[UE5.1]World Partition and sequencer. Attach doesnt work if parent actor and sequencer are using data layer?

It was working in 5.0.2, but after update to 5.1 if one actor is attached to another in sequencer (sequencer and actors are on the same active data layer) then it is failing to find parent, (struct FAttachmentHandler, void UpdateOutput), so position is set 0,0,0. if I remove parent actor or sequencer from data layer it works fine.
