UE4 packaged network game issue (gamepad controls all other running versions of the game on the same computer)

The problem is when running two packaged games on the same computer. The gamepad used for one running game controls the other running game. This is a multiplayer game and it causes allot of issue within testing. I have tried to find the issue and it seems that the packaged game from UE4 is always responding to the gamepad even if a completely different game is open and being played( geometry wars for instance).
