UE4 Install error E-1233

Whenever I try to install UE 4.10, I get
‘Install Failed
The necessary prerequisites have failed to install. Error Code E-1233.’
(an then some stuff about making sure OS is update and to check the trouble-shooting guide)

I don’t know how to fix this and I have already followed the trouble-shooting guide.

Are you doing any C++ coding? Did you install VS 2015 with the necessary files?
