UE4 GitHub release Branch and UE4 4.15.1 is starting up but is in the background at around 15% CPU Usage

I cloned UE4’s release branch and tried to compile with my changes. The solution successfully compiled under “Development Editor” and launched fine the first time, however when I debug or launch the UE4 Editor the second time after the symbols needed are loaded it goes to 15% CPU and stays there with no idea as to why this is happening. This has also been happening with my UE4 4.15.1 engine version which I directly got from the launcher, I launch it and it stays in the background with about 15% CPU usage.

I have also looked around and saw that UE4 engine version should not be off of the internal drive (C drive), however I’m not sure how I would move my engine version I got from the launcher.

Edit: It seems that with both the GitHub, edited slightly by me, and Launcher version of 4.15.1 can open up projects just fine, but will not open the create/open project dialog by default.

Apparently, UE4 decided to work all of a sudden. I have no clue why.

EDIT: Unreal Engine is now doing what I have described above again, not idea what has caused it.

EDIT2: A good ole restart did the trick, I really need to stop updating this question.
