UE4 - Frame Rate limit not working In-Game, after checking smooth frame rate, why?

Hi, I use node “frame rate limit” to set: 30, 60 and 120 FPS, I also use Vsync… but after testing it I was getting too much stuttering and screen tearing (stuttering being the worst), so I decided to check “Smooth Frame Rate” in the Project Settings and a range between min 20 to max 120; and now, selecting a frame rate limit in-game doesn’t work, the only way is selecting a frame rate limit and then restarting the game, but If I choose 30 FPS and restart the game, stuttering is back.

What can I do, why is this happening?
